 Make a nice and working Services Tool that handles Upstart and SystemV etc. together!

Idea:

I wanted oneday to disable samba and smdb and so on, then on the Ubuntu based Mint there was no other way then move the config files(commenting them out like it is suggested here on forums end up in error messages somewhere i remember), BUM did nothing except good looking like most of System related software i have seen out there.
Even on LMDE(the one before these last Updates some weeks ago, don't know how it i now, but i tried it 3-4times and it pissed me off with its 1000BUGS) which at least had a Services Tool for it's SystemV things didn't do what i want, portmapper started anyway even if it was marked as disabled and the ufw i started many times and was marked as running, was nowhere in process list after restart, etc.

Windows is the greatest shit i have ever seen, but the Services Management somehow is much better for not totally OS geek people, what i hope Mint is about to to learn from, because else when i want a geeky system i can go back to my first Slackware Linux that came with absolute nothing :D
