 wrong locale in mainstream applications

Idea:

Problem: As i have started firefox, thunderbird, libreoffice all locale was set to english, the desktop mate was set to german.

Wish: In the installation-process the asked language for the dektop should also used to install the correct locale files if this is not possible --> fallback to english.

i have selected during the installation process my language is german,
but Firefox, Thunderbird an LibreOffice starts with english language, then i must go to the synaptic to install the correct locale (de) packages for the applications, this my wish should go automatically.

I'm not sure I understand your problem. Why Mate was set to German ?
Did you chose German during your Mint installation ?
If it's the case then your idea may already be implemented as the application language setting may have fail-back to English.
