 [Cinnamon] workspace re-ordering in expo view

Idea:

Change workspace spots on the grid (or line) in expo view.

Problem Case
-------------
You have 9 workspaces. You want to shift all programs from workspace 8 to workspace 2 and vice versa. Currently, you drag and drop individual programs between workspaces in the expo view.

Possible Solution
-----------------
In the expo view, you drag workspace 8 and hover over workspace 2. It shifts over, and you drop workspace 8 in workspace 2's spot on the grid or line. This results in workspace 8 being the new workspace 2 and all other workspaces shifting one spot ahead.

If cinnamon developers are going for something like this in their next release, awesome! If not, I might try and implement this functionality.
