Add Skype 4.0 in Mint Repositories

After more than 3 years in development Skype for Linux has shaken off its beta tag and made a substantial new release. I think it's time to put Skype 4.0 in Mint Repositories.

There is may be some license reason why the newer skype is not in repos, Isn't it? I'm promoting it...

As Skype is in the Ubuntu-partner repos, it will eventually be upgraded and be available in Mint, too.
Though maybe not before Mint 14, so this might still be worth considering.

@efthialex tried the link it's working, however you can go to opensuse main page search for skype then proceed to the "privacy and security" section

good idea :) would b nice to have the latest versions of anything in the Mint Repositories when they're ready to be installed.
