Allow occasional code contributions

I don't know how many of us are developers, but I think it would help if we could post/attach code snippets in the Mint community for the official developers to review. Not all of us can actually commit to the official dev team, so the least we can do is to occasionally send a few lines of code (.zip, .7z, .rar etc) to help out the way we can.

If this means a special group should be created for people who are trusted to offer real/decent code, not random/bloated stuff that would rather crowd the Mint developers, then so be it. I guess we would only need a small procedure about joining this group.

It would be nice if this activity would be handled within this community because its better to come to a single place to find everything than keeping an eye out on many sites.
