There should be a separate section in software manager which will showcase Cinnamon themes, applets, and extensions and can be installed with just one click.
This could be further expanded to other DEs as well.

This is currently being implemented under cinnamon settings. Cinnamon is not just for mint. The software installer is just for mint. Integrating it within cinnamon would be consistent for other OSs IMO, sorry demoting.
