 Change screen brightness automatically on AC connection/disconnection

Idea:

I like to keep the screen brightness at minimum level when its unconnected to power and at maximum level when it's connected. But unfortunately mint doesn't remember my settings. It will be immensely helpful if this idea is incorporated by default in the OS.

Ubuntu 11.04 offered this feature. But from Ubuntu 11.10 release onwards it was removed again.

I'm not that technical but since the developers of Mint have done such a fine work over these years to provide us the best Linux world can offer, I hope this small niggle can be fixed; without using any applets. This should be a basic function of any OS.

I think it can be handle by changing power management applet. Because I am not working this area it is not possible to me to give proper code.
when the applet detect main power on/off it can set screen brightness.
but this option is not available now.
so modify power-management applet this can be achieved.

This is not a Mint issue. Basics of the OS is handled upstream (by Ubuntu or Debian depending on edition)
