When the list of people extends further down the page than the left frame for Improve This Website, the list of names moves left below the frames. Is it possible to have the column of names aligned vertically from top to bottom?

You can creat a frame with scroll on it for names, this would eliminate this issue.
This also applies to "People Running This Release" and "People Running This Edition" lists accessed from the Home TAB which have more than 36 users listed.
