We already have apps the do this, indicator-pushbullet for Ubuntu/Mint, and several Pushbullet apps for Android.
Maybe you can get the indicator-pushbullet app preinstalled, but its not in the official repo.
So nobody wants to add support for android devices or work on projects like QtAdb,Wammu,Gammu,Gnome phone manager.So you will never make a fully android support on LinuxMint.Sad
Linuxmint is a distro not an application software developer
