Sound Volume

Give Linux Mint something that keeps the sound volume always the same. Like when you go on Youtube, one video has a low volume, then the next video sometimes is way louder. We need something that keeps the volume always at the same level.

slicktak: The user set the volume he/she wants with the volume control. Therefore Linux, or Cinnamon or whatever it's called in Linux Mint 18.3 should have a normalizing control that take the hint at the volume control and automatically reduce or cut-off any frequency that's above the set level.

That is entirely dependent on several factors.
1. The video file's volume.
2. YouTube's volume.
3. Linux Mint's volume.
4. Speaker/Headphone hardware volume.

How do you propose to query these values, and interface with the uncountable permutations that this introduces?
