A critical issue was found in APT 1.2.15 which caused crashes in ubiquity when LC_NUMERIC is fr, de, ru, sv or any locale which uses a comma to separate thousands.

All previously approved ISOs had to be rejected.

APT 1.2.17 was backported and added to Mint 18.1 and new ISOs were generated.
