j'aime beacoup le réseau libera et m'y connecte avec web.libera.chat, je sais faire de l'irc avec chanserv, pour changer je me suis connecté a libera avec d'autre tchat telle que kiwiirc et j'ai aussi essayé hexchat, je n'arrive même pas à me connecter à libera avec hexchat

The issue is not hexchat, but the moderators of the official Linux Mint IRC channel. When you point out a friend of the moderator is spamming others, they will ban you.

Please fix: Added servers are not dispalyed at all (even in add/edit) unless Show Favorites Only is disabled, which is enabled by default. (Maybe an added server should be auto-fav?) I've read elsewhere that this was fixed upstream.

If you want to compare him with Seamonkey. Honestly second is a crap. HexChat is very easy to use. There is no need to use help, any guide. Polecam wszystkim tego klienta. Jest łatwy w obsłudze, intuicyjny. Działa bez zarzutu.
