TL;DR
This miracle patch its disabled by default, so why cgroups and the package ulatencyd its not installed by default? or even get a mention in the community?
1) sudo apt-get install ulatencyd ulatency
2) reboot
3) reboot if u get a blank screen for too much time (its correct this? or is a kpanic?)
4) profit!

I just posted this because I get a massive improve in the responsiveness of the desktop.
sudo apt-get install ulatencyd ulatency
This is a patch to fix a problem in Linux 2.6 from 2009-2010. We are now on 3.11 and 2013....
