Palimpsest (from the gnome-disk-utility project) is a tool to manage disk drives and media:

* format and partition drives.
* mount and unmount partitions.
* query s.m.a.r.t. attributes.
it utilizes udisks.

I'm not sure why it isn't standard (it is in Ubuntu) but there may be an argument that it is almost too powerful to make immediately available to a user who doesn't know enough about file structures and disk management to seek it out ...
