Synfig is a vector based 2D animation package. It is designed to be capable of producing feature-film quality animation. It eliminates the need for tweening, preventing the need to hand-draw each frame.

This package contains the graphical user interface for synfig.

It won't open .jpeg, .bmp, .png files - that means it's garbage.

To create and manipulate 2D animation easily, one of the few that works on GNU/LINUX, and mostly free. There are tutorials and a forum on the official site. Otherwise it's great to have a recent version, thanks for the effort, because flatpak is really big.

Render Time takes a while since it only uses one CPU core (even after trying to fix it) other than that it's a solid animation program

Excelente programa de animacion 2D, tan poderoso como cualquier programa de animacion 3D pero adaptado al mundo del 2D, puede parecer un poco confuso al inicio pero el resultado final es genial, ademas existen bastantes tutoriales para aprender como usarlo.

You don't need to be an animation pro to create believable animations. Tutorials are simple and give you a good idea of how to use the application.
